The 135th meeting of the Offshore Security Coordination Committee (OSCC) convened on September 1, 2023, in Ahmedabad, chaired by DG Rakesh Pal, the Director General of the Indian Coast Guard. A multitude of esteemed representatives from organizations such as the Indian Navy, Indian Air Force, ONGC, DGH, DG Shipping, MHA, MEA, and DRDO joined the meeting.

Established in 1978, the OSCC plays a pivotal role in overseeing and optimizing offshore security arrangements in India. It convenes every six months, shaping vital policies and evaluating the effectiveness of offshore security practices.

Addressing the assembly, the OSCC Chairman underscored the Government’s progressive initiatives, including the significant expansion of exploration and production activities in the Exclusive Economic Zone (EEZ) to achieve energy self-sufficiency. DG Rakesh Pal emphasized the critical role of sustained offshore security efforts in ensuring the safety of these endeavors.

Navigating Challenges: Cyclone Biparjoy and Beyond

The meeting delved into real-life scenarios, such as the incident involving the stranded personnel aboard the “Jackup rig Key Singapore” during the Very Severe Cyclone Biparjoy in Okha, Gujarat, this June. Here, the Indian Coast Guard’s dedication and swift action in safely evacuating 50 personnel amid adverse weather conditions garnered well-deserved praise. The need for standardized Standard Operating Procedures (SOPs) for safeguarding personnel and assets on oil platforms during cyclonic weather conditions became apparent.

Additionally, DG Rakesh Pal highlighted the evolving global security landscape and its implications for offshore security. He stressed the importance of integrating modern technology, like anti-drone solutions, to adapt to these emerging maritime threats effectively.

The OSCC Chairman commended the collective response of offshore security agencies in detecting the adrift derelict vessel ‘Al-Azher-1.’ He lauded the Indian Coast Guard’s swift actions in preventing potential untoward incidents.
