PM Awas Yojana Bihar Action Taken by BDO Over Survey Negligence. The Pradhan Mantri Awas Yojana (PMAY) aims to provide housing for the poor and needy. As part of this scheme, surveys are being conducted in Bihar to identify eligible beneficiaries. However, in the Dhuraiya block of Banka district, several issues have emerged in the survey process. Taking strict action, Block Development Officer (BDO) Rajesh Kumar has demanded an explanation from surveyors in 10 panchayats for their negligence.

Negligence in Survey Work

What is the Issue?

Since January 10, 2025, surveyors have been directed to examine at least 20 eligible beneficiaries daily and add their names to the waiting list. However, surveyors in certain panchayats have been found neglecting their duties.

Panchayats Affected

The affected panchayats include Batsar, Chandadih, Gachiya Basbitta, Chalna, Kathbangaon, Birbalpur, Sainchak, Khardodha Jotha, Jaipur, Lougai, Makaita Babura, and Kurma.

Actions Taken by the BDO

  • All negligent surveyors have been instructed to provide an explanation within 24 hours.
  • If satisfactory responses are not received, recommendations will be made to senior officials for further action against the concerned staff.

Survey Objectives and Process

Purpose of the Survey

  • To identify landless families, families living in kutcha (mud) houses, and homeless families.
  • To add eligible beneficiaries to the scheme’s waiting list.

Required Documents

Beneficiaries need to provide the following documents during the survey:

  1. MNREGA Job Card
  2. Bank Account Number
  3. Aadhar Card
  4. Photograph
  5. Land Receipt

Survey Timeline

The survey will continue until March 31, 2025.


Panchayat Workshop and Issues Raised by Villagers

Workshop Organized

  • The Panchayat Mukhiya, Nibha Devi, chaired a workshop at the Khardodha Jotha Panchayat Bhawan to discuss the survey process.

Grievances of Villagers

During the workshop, villagers raised concerns about water supply issues in several wards:

  • Ward No. 3: Motor malfunctioning.
  • Ward No. 4: Water not reaching 70 houses in Jotha village.
  • Ward No. 6 & 10: Pipe leakage problems.
  • Ward No. 12: Burnt starter.
  • Ward No. 13 & 14: Faulty motors causing water supply disruption.

BDO’s Response

The BDO informed Nitish Kumar, the assistant engineer of the PHED department, about the water issues. He instructed him to promptly restore the stalled water supply schemes.

  2. Timely Issue Resolution: Villagers are facing a lack of basic facilities like water.
  3. Regular Survey Reviews: Continuous monitoring of survey progress is essential.
